Only charges when off

Someone please help. My eMax battery fully discharged and now will only charge when phone is turned off. I tried new battery but still the same. Then I found that it can not link to pc via USB (with usb debugging on). I then replaced the USB board and cable but still the same. I also tried factory reset. Any ideas welcome. Phone charges quickly when off and then works perfectly.

I have the same problem. If you pul Down the Notification bar you will find an app from android-system her you can change what the usb is used to charging.
Min was on file transfer.

Then I discovered that it is not USB-compatible. The USB chip and connection were then changed, but the issue persisted.
