Which system you using?
Did you update your device?
Was this ever worked?
Are you sure that your network provider supporting sim tool kit, did you checked on other phone?

Ok I will forward this information to engineers. Hopefully next update will fix this issue.

Hi
I asked engineers and they confirmed that in some sim cards sim tool kit could be not supported. You need wait for next update as maybe then will start working or go to mobile store and ask for latest version of sim card and try in phone.
As the sim tool kit is part of the sim card this is out the control of umi. I know that worked on marshmallow but with Android 7.0 could be incompatible as older sim card hardware could not match new system.

I don't know is this fixable by software.
But you should try ask in network store about latest sim card in case you using older type.
