UMI Touch doesn't work

Bought the phone on account of somebody else the other day, came in the mail yesterday and it just won't go through the splash screen, so i imagine it never finishes up booting.

Interestingly enough, all of this doesn't even happen if the device is charging up, in that case it just seems completely dead.

What do you guys suggest? Anything i should try or should i just go straight to the refund process?

Firstly please charge your phone for few hours. If still doesn't start you can try use SPFT and re-flash your ROM incase some software bug. Please use ROM and vcom driver and SPFT from here

Plus my laptop doesn't seem to install the drivers for the phone properly, that might just be on me though, mind you i'm on Windows 7.
EDIT: PdaNet+ can't finish the installation to the phone, i get a runtime error and error 5000.

I have had to go to the Control Panel and Device Manager and select the appropriate driver sometimes. If you have drivers for another Android phone installed you will probably have to manually select the driver too.
