Please, gentlemen of the community.

I need urgent help! My Umi Plus E only charges 1,000 mAh of maximum charge (100%), when it should be of 4,000 mAh. Already check the battery and it is original of 4,000 mAh.

What is going on?

Are you looking for answer or what?
This what I can see is only your imagination as you couldn't measure battery capacity with play store apps (as I presume).
Those apps are not working correctly and can't measure correct current flow.
All this type apps can't see correct battery capacity data and always showing 1000 mAh. Most time you need manually set battery capacity data in those apps settings.
And in premium versions also you can set charger voltage and current flow which is helping to calculate battery capacity while charging.

I made the settings manually, but in reality the battery only lasted 15 hours. This, without using GPS, Wifi or 4G network all the time. From 100% the battery drops to 95% in matters of 15 minutes. It was not to happen with 4,000 mAh.

Then go my question again! Should I change the battery or not?

I am not saying that your battery haven't internal failure but definitely dropping 5% in 15 minutes can't indicate this.
Please perform factory reset, charge battery to 100% and reboot. Then test how long will last of normal using condition.
When your phone will be under second charging you can go to settings - battery and check screen on, Wi-Fi, calls, etc.
You can take screenshot of this details and provide here then I can look on this.
