After I disconnected Data Connection, someone or something turns on the connection again. What happen? Is the telephone operator cheating? Or is there a bug in Android or the firmware? My phone credit is at risk. Can someone help me?

Please perform factory reset or delete last time installed apps which could active mobile data. Please activate background tasks clear to stop running on background.

Maybe the problem seems to be solved: I unistalled the app Calls Blacklist.
