Aa you said computer is making notification when you plugging phone so motherboard is responding.
If you not think about warranty you can check battery connector. To do this you need dissemble phone following this teardown video.

My UMI Super E have the same problem. I connect the power supplly (charger) the red led switch ON, but i have NO USB connection to the PC when i try the flash tooll or USB drive tooll but no signals (only on this phone)... The battery have 4volts, but no BOOT Start...Maybe a the board problem...!? Help is welcomed.
