I had the same problem too but i FIGUERD IT OUT HOW TO FIX THE PROBLEM!!

It's really simple:

1-> go to options;
2-> search for fingerprint
3-> add a new fingerprint
4-> when adding a new fingerprint there is an option to CALIBRATE the sensor. Click that option.
5-> calibrate the sensor (following the steps they give)
6-> and that's it

Mine doesnt recognizes finger on the sensor. When i go to add new finger print (i dont have older prints) its says to lift up my finger from the scaner and doesn`t recognizes while i am tapping on it. I can`t even set finger print unlock this way.
Is that a hardware issue?
P.S.  I dried my skin as much as i could so the fingerprint worked i managed to add 2 fingerprints and got them decent accurate. If i dont touch with the tip of the finger it, doest recognizes but it does the job.
But i got new problem, when i put the phone in my pocket or ot flat surface like a table and pick it up it doesn`t recognizes the fingerprint and says too many atempts when i only tried once, like it is scanning all the time even when it is in my pocket/on table.
Using 20161017.

Hi Please calibrate your finger print sensor when this fault occur as in some conditions your sensor is to sensitive.
Probably when your phone is in pocket a bit moisture is getting on your finger print sensor and then is to sensitive so then straightaway go to settings - security - fingerprint - add fingerprint - and press calibration (don't delete or add any fingers, don't wipe finger print)
