Vibration could be deactivated if battery is less than 15% that why you can not feel vibration when you trying switch off phone.
When you have everything set up (SPFT and PC) then press download on SPFT connect phone in to PC and if nothing happen press power button until updating process start (around 10 seconds).
Some users mentioned that they pressed and hold volume rocker while connecting to PC but I don't remember that was volume up or down. We never experienced issues with SPFT connection.
If nothing helping you need disconnect battery and flash without battery.
IMO, the real hurdle with SPFT and Windows 10 is getting the drivers installed. For me, that took me a good part of a day Googling and trying different approaches for making Windows accept them. Once that was sorted, SPFT and the flashing process worked without problem.
Sometimes it helped to hold volume up and press power on to start flashing... But most important is to install drivers.. If possible try to install on a windows 7 system..
