It's a problem with the Umi Z. On my other phone, it works perfectly. When I try to record a video in Snapchat, it's very dark because the app doesn't use a higher iso.
I installed the Google Camera (trough an apk) because the stock camera is shit. When I use Google Camera it's always very dark, even in very good lighting conditions.
It's just a software bug that other apps aren't allowed to use a higher iso. Can you report this to the developers so they can fix it?

I agree with GamingMonster that this should be reported to the developers. For me, the stockcamera works okay (although the video quality is not so good), the photo mode works good on VSCO and Snapchat. With Google Camera or video's on other apps, it's either way too dark (Google Camera, Snapchat) or the video will not be recorded fluently. For a phone with 13MP camera, I think this is very unfortunate, because you can't get the full potential of the phone's camera.
