Quite a while ago (Sep 2016), I read the forum here that UMI Touch will get an update to  the new Android 7.  But now it is March 2017.  When the update will come out or it will NEVER happen ??????

There is no more software updating support.
Android 7.0 can't be develop for umi touch as MTK never released SDK for mtk 6753 cpu

Do you mean that if and after MTK releases the SDK for mtk 6753 cpu, UMI Touch users will have Andorid 7 ?

Then umi engineers Will be able  to develop android 7.0 to umi touch. But as I said umi touch doesn't have more software support
