My brother decided to try to flash a Hammer rom onto his Hammer S.

Which is a big mistake.

Now it's softbricked, but I cannot flash any images onto it because it always gives an error, either it simply won't allow it or an unknown error occurs. It lost recovery, somehow. When I try to select it on the phone, nothing happens.

However, the stock rom recently came, so I tried flashing that.

Nothing. Same things happen.

I've tried to do many other things, including trying to unlock the bootloader (I had a feeling something was wrong with it), which failed. I am trying to use SP Flash Tool, but I have no exact idea of how to use it. http://community.umidigi.com/thread-11-1-1.html I tried reading on this thread, but the program does not seem to access the phone, moving at the literal speed of 0.

However, I think my problem may be that USB debugging was off before it was bricked. So, my real question is... Can I turn it on via fastboot? Or, is there even anything I can do?

I am sure you can unbrick that phone with SP Flash Tool, but you should use the resources listed on THIS PAGE
USB debugging is not needed but you have to use an up-to-date SPFT version and compatible drivers such those can be downloaded on the page that I linked above. You probably don't have to (you mustn't) press a button while connecting your phone to USB for flashing.

So I think I finally managed to install VCOM correctly, but this still happens. Yes, I am using the scatter file from the thread, dechecked preloader. What do I do?

If you flashed an incompatible firmware earlier, you have to choose the 'Firmware Upgrade' option and leave checked all partitions, preloader included. If you're still unsuccessful and only in that case, chose the 'Format All + Download' option to get a clear flash memory before flashing. If you choose this latter option (because you're forced by the case), you might need to repair the IMEI numbers. There's a tool for that in the ROM/Miscellaneous section. It's possible that the IMEI numbers are already lost because an incompatible firmware was installed.

No, they are not available but you don't need them for flashing.

Well, this happened when I tried to start it. I left the MD1 and AP as default in the Config, but it seems like that won't work.

In the Config? Where? Anyway, delete the history.ini and the option.ini files in the flasher's folder and restart the application. Don't change any setting, just load the scatter file and choose the 'Firmware Upgrade' option.
