What is the warranty for?

Does the A3 Pro with Build Number UMIDIGI_A3_Pro_N_V.14_20190425 have the Wireless Emergency Alerts app ?
I found it strange that when an Amber Alert was boardcasted I was able to recieve it on my UmiDigi A5 Pro and not on my A3 Pro.
