Please, try to process the following actions.
The following procedure that I was:

"1. Open settings --> Apps
2. Tap on the 3-dot menu button at the top right corner and tap on 'Show system'
3. Scroll down to FotaProvider and tap on it
4. Tap on FORCE STOP, then Storage and CLEAR DATA
Go back to the Settings menu
5. Open Settings --> Storage & USB --> Internal storage --> Cached data and tap on OK"

The problem still exists -> Forever Reboot

For me the reflashing solved the issue. Just take the same version you currently have and flash without the userdata partition.

The FORCE STOP CLEAR DATA and "CLEAR CACHED DATA" steps worked for me to DL  the 23 April update but then it shows "reboot" forever. I was able to switch off the phone and restart it but now I am kind of scared to retry for fear of bricking the phone.  I am not in the mood to reflash and loose my user date and now probably forget about ANY updates as long  as the update procedure is so flaky. Never had this problem with any of the Android tablets I have nor with the errlier UMI FOTA wireless updates.

As Gerrit507 mentioned, you can flash your phone with SP Flash Tool without losing your user data if you uncheck the userdata partition before flashing.
