Sorry but I don't understand about which screen blocking features you talking.
When you making or receiving call proximity sensor will switch off screen when distance between sensor and object (ear) is less than 1 cm to prevent unwanted touch and save battery.

The proximity sensor don't switch off in this case so when i want dial off the screen has light up or call sound loud...
Where do you find the option in parametres ?

Please install cpu-x or any different app and test proximity sensor.
Also you can open calling dialler and type in *#*#33#*#* and go to single test, distance sensor.
