I had the same issue. Just hold power down, start with power an vol down and select recovery. That worked for me.
Maybe you should flash the recovery again if it doesnt work

I have same problem with TWRP Android 7. First time flash TWRP it's not working second time flash again TWRP it's working.

Remember one thing you need use  2017.1.23 scatter file.not 2016.8.25 scatter file. if use for Android 7 it's will not working

Press power button +volume up button .You will see Umi logo immediately stop press button wait for few seconds you will see the TWRP logo
