After connecting your powered off phone, can you see a MediaTek Preloader COM port for a few seconds in your Windows device manager? If you can't see it or with a yellow exclamation mark, you might have a physical connection issue. Do not press any button while connecting your phone.

I use it, but when i have 15% or lower of battery i got these problems. Then i change to "ultra power saving" and then directly back to "regular power saving" and everything works fine again.

Under 15% the phone automatically switches to power saving mode and slows down the CPU clock. Not only because of this but for extending the lifetime of the battery, I highly recommend you to not let the battery go under 15% as a daily habit.

Messenger sound is normal for me.
Notifications from skype is only sound, not in action centre.
