The CPU of my Umi Z is overheating a lot and I want to underclock my CPU, or set the I/O to PowerSaving.Normally you can change the I/O in the  ingeneering mode, but I doesn't see it.
I also rooted the phone to use some CPU apps from the Play Store, but it doesn't work.
How can I change it?

I think that you might need a custom kernel or modify the current kernel to do this.

But on my old phone, I was able to underclock the cpu without a custom kernel, you need one to overclock, but I want to underclock it

I think both has to be supported by kernel. Probably the underclocking was implemented in your old phone´s kernel.

I don´t think underclocking will help that much. Mostly if you underclock the power consumption will be lover but the CPU would have to stay on for a longer time to complete its tasks before going back sleep. It might improve thermals, but not overall battery consumption and also the phone would feel slower.

To improve the battery life the system has to provide  - better scheduling and utlization of the available cores (perhaps in the future patches from MediaTek), better task and deep sleep scheduling (should be available in Android 7), fixing battery drain caused by system bugs - WiFi, several Android System components (fixed either by UMI devs or MediaTek). Other than that there is not much more you can do about it.

From my experience the phone can easily last 2-3 days of light use - calls, texts, music, occasionally checking web, mail, FB - if I turn the WiFi on only when I need it and none of the battery drain bugs occurs.

I just want 360h/4G in a standby as it is still advertised on the UMI Z internet page.
This was one of my strongest reasons for purchasing this phone.
I am curious to know if they achieved that at all and if so under what conditions.

This phone is not optimized at all.
My previous phone (Samsung Galaxy A7 2016 3300 mAh - gave it to my daughter) could easily last 5-6 days of light usage on Android 6
