can t find call setings on umi plus e.

Open dialer. Slide from top bar down to choose sim card or ask every time.
Then slide back this option.
In top right corner you have three dots. Press this and you have settings.
Also you can go to settings - more/sim cards - to chose some sim card settings.

i don t like that my phone vibrate when i anwer or when the callee respond.
i didn t find call waiting options

To get call waiting settings please open dialer - top right three dots - settings - calling accounts - please choose which sim card (touch sim name) - additional settings - wait for sim respond -

About vibration I can't fully understand what is your problem. I presume that you have activated settings - sound and notification - general profile (touch gear icon) - vibrate on touch
If this not help please describe more clearly your issues.
