How to turn on System UI Tuner?

Hello i tried and tried and tried

but its not working
how to turn the System UI Tuner on?

pressing the settings icon from the drawer of the quick stuff symbols 5 seconds till it spins

but its not working
its neither spinning nor doing anything

how to enable that function?

I was able to turn on the System Turner by pressing down on the settings icon in the header and holding it for at least 5 seconds. After releasing it I did not see the icon spin or anything like that but the settings menu immediately loaded and a toast was displayed telling me that I had activated the System Tuner feature and I could access it via the settings menu. I then noticed that the menu option was added to the very bottom of the settings menu below the "About phone" menu option.

Hello dragonpanda, it is all like UScanthony says. Look at end of the settings after about the phone.
All is fine
