The fingerprint vibration is to give a feedback of the successful fingerprint recognition. That's a very short impulse and it's far not used so often such as when typing on the screen keyboard. So its power consumption is virtually non-measurable, you couldn't really save power by disabling that vibration.
The always applied shutter sound of the stock camera is an obligation in many countries (to avoid the unauthorized capturing of individuals), so that's not possible to make it available to turn off the camera sound. You may use a third party camera app if you need silent capturing.
