Process system isn't responding. Can't even reboot. Help!

I've only had this phone for a couple of weeks.  Today there is an onscreen notification saying "Process system isn't responding".  I'm not able to select either 'close app' or 'wait'.  I was hoping a reboot would sort out the problem, but the screen to select it is hidden behind the above notification.

Can anyone help please?

Just press volume up and power together for a few seconds till phone is going off.

Press only power button until phone switch off (around 10 seconds)
