screen locking out - 2 notifications

Hopefully someone can help. Without touching anything on screen, 2 notifications will display. 1/ App premission management is running and 2/ Background data restricted. When they display on main screen, the screen locks. It means touching the power button on side to get rid of the notifications. All very annoying. The 2nd fault is that using chrome, the screen freezes and I am unable to scroll.

This only started today. I have the phone 1 week. Nothing new was added in last 2 days.

Any suggestions or help.
