You can have the update and root, but still unable to boot back into TWRP
Boot into TWRP
Flash 2019071519_g38v71c2k_kw_f1_eea-ota (TWRP).zip
Flash Disable_Dm-Verity_ForceEncrypt_02.04.2019.zip
Flash magisk-debug.zip
In TWRP go to Mount and mount the System partition
In TWRP file manager go to /system/system and rename recovery-from-boot.p to recovery-from-boot.poop or anything you like, this stops the recovery being restored.
In TWRP Terminal
cd system
cd system
vi build.prop
Press the down arrow until you reach the last line, type dd
Type :w
Type :q
dd deletes the line ro.expect.recovery_id=0xde41fb2d2e5246003c148211612312dddd5e1a86000000000000000000000000
:w writes the file
:q exits vi
You are now ready to reboot. If you want any other zip files flashed you must do them now, there is no easy way back here.

If you do need to go back you must flash a previous version (untick recovery and userdata) and then you can boot to TWRP.
I have done this several times and it does not change userdata.
