If you have a TWRP recovery image, you should be able to flash it with SPFT and boot in that recovery. You could then root with Magisk. This way, you don't need to unlock the bootloader.

My Z2 Pro and previous phones have been rooted without unlocking the bootloader. Just change the recovery image for TWRP and use SPFT. The bootloader should be unlocked if you want to use fastboot.

Have you followed these instructions ? (It indeed says that the booloader must be unlocked for Android 9 however).
