I had the issue once, then tried it again and the upgrade was successful. Now I have a kernel version from Febr 01

No. They are not fine if we want to have notifications running from background apps. Background apps are still being 'Cleaned'

And notifications from skype is only sound (soft 20180117).

Actually I dont use skype (a dinoasur app), I use wechat, whatsapp, teams, gmail and eveil facebook. and they all show notifications after I put them on the whitelist. Maybe your skype is not on the whitelist? There are some settings which kill background apps in order to save battery. One can put several apps on the whitelist, then tey will run in the background.

Come on.. Have you really tested the whitelist? It doesn't work correctly. Even if you have whitelist the background apps get cleaned randomly.

I have teams notification only if teams is running in background. The same with many other apps.
But they are all killed when are in background.
