Are you sure it is not an app drawing over the screen? I have a dashcam app which although shows only a button blocks the entire screen until I back out of the app.

the problem is confirmed if you go to the accessibility settings you activate the remove animation option and then you deactivate the phone slows down not returning 0.5x but 1x making it very slow.
