I had the same problem but I have to factory reset the phone and now it seems to work

My guess is that the the problem is that the cache partition doesn't get wiped when you do an OTA update. The SP Flash Tool version contains new data (which seems to be completely empty) for the cache, while the OTA update seems to leave cache intact.

After the lastest OTA update 20161017, touch and sensitivity is back well working but there is another problem with stock rom
camera found that the picture is upside down, I have to clear cache everytime before using camera, stupid OTA!!!   UMI = NO MORE

I suspects that OTA also. will try previous version to fix some other issues.
but I do not agree CAM problems. ALL photes i took has been registered as local represantator at google maps.
May be UMI is using each clients testing for different issues??
