Do you have a blinking/flashing red light or a constant one?
After connecting your phone to usb, can you see a preloader usb com port in your windows device manager for a few seconds? If not, please reboot your computer and/or try to use another USB cable.

Your video has been deleted. The plus E uses a USB type-C cable with longer than the standard type-c plug, so you should use the same kind. Maybe the battery is deeply discharged and cannot be charged again by the phone but this also might be the result of a damaged cable or a cable with too short plug.
You should use a cable with the same length of USB type-c connector. If an indeed intact and compatible still can not charge your phone, the battery should be removed by a repairman to charge it for a short time with an external charger. Then the phone itself could charge it again.
