Use the Optional method described in this thread. If your phone is rooted or the current software on it was ever rooted, you cannot update it via OTA but you have to flash it with SPFT.

Such issues are always caused by a defection the hardware, that can be repaired or not (the touch panel has to be replaced in the latter case). Don't wait for a software update but contact your seller to make your phone repaired or replaced.
