Basically all the issues mentioned by you now or anyone else in this thread are unique issues and not generally related to this version.
The possible reasons:
1. The system software on your phone is damaged. Flash with SP Flash Tool in Firmware Upgrade mode.
2. Your hardware is defective. Request your seller to repair or replace your phone.
So to answer you directly, there are absolutely no battery drain and touch screen issues with this or any other ROM versions released for this model.

The developer options menu is provided by Google and not all of its features are fully supported by Mediatek based devices.
Please try to call others, who use different network providers to check whether your issue is constant and really related to your device.

Вышла прошивка V3.02_20170208_c239v55 не официальная, была утечка с завода юми и так далее. Было обещано что выйдет официальная прошивка исправление, но этого не происходит.
Проблемы с андроид 7 масса, начиная с быстрой зарядки сто аккумулятор греется до 80 градусов цельсия и через пару месяцев вздувается и заканчивая падением приложения телефон в русской локализации. Про gps молчу так как понимаю что проблема аппаратная. Вы говорите что прекращает поддержку прямо на бета версии, обновив все смартфоны до андроид 7 по ota до не рабочего состояния. Вы в своём уме? Что мне теперь делать с этим кирпичем? Пытаться откатить до андроид 6? Меня об этом н кто не предупредил.
Доделайте андроид 7 чтобы он работал, приложение телефон и быстрая зарядка, а дальше уже не важно. Сделайте чтобы андроид 7 работал. Спасибо.

I did as you have advised me
I call others, who use different network providers to check if the problem persists
and it does
( enable or disable loudness has no effect)
i think it is not hardware related it is just a matter of adjustment

I have only found one issue with this phone since it upgraded to the Official Android 7.0 version.

The UK Barclays Banking App simply crashes when you try to start it.

This doesn't happen on any other phone - Oneplus 3T, Moto G4, Lenovo P2 - all on Android 7.0

Will installing the Beta Roms help with this? Or will they make things worse?
