I can't agree with you as there was no information about umi plus E on any Android N announcement from UMI.
Here is latest announcement of Android 7.0

Umi plus E will get too upgrade to android 7.0 but currently we don't know when this happens.
Firstly we need finish Umi plus, Umi super and Umi max.

I have red that the development for android is outsourced at Umi, is this right?

Are there any possiblities to help to improve the developement of android N and future versions?
- are they any soap or smoke tests?

Are you able to provide a plan for your android development plans for all your devices?

For example, will the Umi Plus (E) gets an Android O Update?

Umi plus E is coming with Android 6.0 out the box but android 7.0 will be developed and will be available through to FOTA.
There was never any announcement about the Android 7.0 update first umi plus E.

Hi I only working as third party so I can't tell you umi state.
This what I know
Umi engineers working on Android 6.0 improvements for umi plus E but they firstly need fully finish android 7.0 for umi Plus, super and max then they start working on umi plus E.
This what I know there will be no beta version for umi plus E

The android 7.0 upgrade will be released in February, after the Chinese New Year. The Helio P20 is a brand new processor, so there was not enough time to fix all bugs earlier.

Only the first one spoke about Android 7.0, long time before this model was released. In all later official posts, in the provided specifications and when the pre-sale period started, Android 6.0 was mentioned and later upgrade to Nougat.
UMi has its own development team, the Android development is not outsourced and not open.
We had a plan about an Android 7.0 upgrade for UMi Plus, Super and MAX, that was early published. Uncertain, still flexible plans will never be published.
