Yes i did. Plus I re-read the instructions each time i attempted the procedure. The only thing that i could not do was pick the correct ROM as the only ROM for my phone is version v3.02 and i have version v3.05 installed on my phone.

Oops! I'm not sure until you don't check it but I'm afraid, there were a wrong twrp recovery image file linked for Rome X. Please, download the following file and try again using that one.

I've tried again using the correct TWRP .img and again the flash tool flashed the .img correctly but again its still using the stock UMI Rome X recovery.

Your screen looks good. Something very rare and specific issue could happen there. Which version of Windows do you use? Maybe you should try another USB cable and/or computer.

Win10 is okay if its a 64-bit version.

Yes, its 64-bit. Another odd thing is happening in that i cannot get the phone to display the USB debugging prompt when its attached to my laptop & i don't know if this is having any effect on the problem i'm having. All i want to do is get my phone rooted and i don't think its going to be possible.

I've tried again this morning on another laptop running Windows 7 this time and have tried 4 other USB cables and again it goes through the process of flashing TWRP and i get the green tick that says its worked ok....but once i reboot its still on the stock recovery. Some points to note that *may* affect the procedure so please point out if any one of these has a bearing on it.
1. My bootloader is not unlocked.
2. I do not get the "Allow USB Debugging" dialog box on my phone using any laptop and any USB cable but i can load files etc onto the phone once i connect to a laptop.
3. I can't use the correct ROM as there is only v3.02 available and my phone is using v3.05.
4. When i reboot after flashing and attempt to access recovery it never works and boots as a normal boot (this possibly signals some sort of error).....upon the 2nd boot it boots into the stock recovery.

As i've said before all i want is to root my phone to install Viper4Android and if there is a way to flash the root files without TWRP.....OR reboot temporarily into TWRP using another method then i'd give that a try if its possible.
