TWRP images are not created by the manufacturer but by fans, so it might be released anytime or never. Personally I probably can create one without touch screen support (you can operate it with an OTG mouse or via USB ADB commands) in a few days if nothing more useful will be available at the time.
The last time I did things to a phone was by the release of the samsung galaxy s1.
Since then I forget everything about rooting, flashing etc.
My question:
Is there a safe way to just root my C Note yet, or do I need to wait for a TWRP release. I remember back in the days, operating in the recovery image with +/- - buttons and stuff - no touch.

Current TWRPs can be controlled with touches only but not without a working TP driver.
We don't know about any other working method but you might find one. If you use a rooting app, you take serious risks of getting malware installed on your phone.

After you've booted into recovery, press and hold the power and vol-up buttons (in this order) together, then release them to call the recovery menu. Now you can move with the volume buttons and select an item with the power button.
