I have also firmware V1.4_20190829 on my UMIDIGI Power, and also cannot find TWRP for this. I tried Older TWRPs and used

fastboot boot twr.img

Copy the Code

but this did Factory reset instead of booting in TWRP.
Where can I download compatible twrp?
