UMI Iron battery takes 24 hours to charge 30 percent

I just bought the UMI iron since the day one its taking along time to charge i thought its because the new battery but its been a week it never charged more than 60 % and for last three day charged continusoly and its still not upto 45 %
One observaton I notice that when i swtich off the battery is charging more quicker .. ie
when poweredoff and charge for every 12 hours it charges 18 %
When powerof the mobile and charge for every 12 hours it charges 3 %

BTW already changed the new battery but still the same issue, any advice please.

Download app called Ampere and open it. Now plug your phone in it should show that the phone is charging and at how many miliamps. Take a screenshot of that screen and post it here.
