Did you read the Google certification screen message?  All you need to do is provide the Google Services Framework Android ID

https://www.google.com/android/uncertified/

or just relock the bootloader, GSI ROM will run fine.

Yeah I tried that, google services already run fine even with the device as uncertified, the problem is this https://www.google.com/android/uncertified/ does not make the device certified to be able to use google pay, neither locking the bootloader.
Edit: You had the device uncertified message at the begining on android 9 ? I never had it, only appears in google play on settings for me, but yeah if that message appears https://www.google.com/android/uncertified/ is the way to go.

yeah. I spent the whole day trying to get 17.3 to get fully working. I could get su and modules working. But ctsmismatch is still false. which means no real gain to use 17.3...

I had reverted back as this is my dialy driver and I use NFC almost everyday  

I can try over the weekend.

My phone is less than 2 months old with no damage or drops. I rebooted today and all of a sudden the fingerprint option is gone from my settings and no longer works. I can't create a new topic so hopefully one of you could help me.

Did you use the option (format all + download) in sp tool flash ? If so, you can restore it from here.
If you did not, you need to reflash all the firmware in sp tool flash using the option (download). After that fingerprint will work, you could backup in twrp your custom os if you have one before all this.
