You were right Marcin!
Flashed UMIDIGI_One_Pro_V2.0_20180903.V3.06
I populated my APN settings then turned off the phone
After re-starting, the APN entries were still there.

I then performed the OTA update from 20180815_20180903-1601 to 20180815_20180914-2203
Upon rebooting , the APN was still populated and data active.

No problem.
If you have time you should flash latest one again to remove suspected errors and maybe latest one will work correctly on your devices. Otherwise you can use second latest one because contain gesture control of course if you like to use those functions.
Here is all ROMs.

Well, in my enthusiasm of not seeing the problem anymore I overlooked that V.3.06 is a rather old version and my APN problem began with the latest OTA.
I flashed V.3.10 in the "Firmware upgrade mode": APN got wiped out like before
I flashed V.3.09, also in the "Firmware upgrade mode": APN got wiped out too
I applied the OTA to 3.10, just in case: still no joy

I flashed back to V3.07, which (like V.3.06) keeps the APN after restart.
First OTA to build 20180815: APN still fine
Next OTA to the 20181113-0939: all is still good.
...go figure...at least all works fine now, will try to keep it that way now...

That's correct, once in V3.07, a first OTA is pushed, which fixes the problem. The second and latest OTA does not break anything. I can't find a logic to this since my problem initially appeared after that same OTA.

Thanks for confirmation.
Basically in your device, software could contained some error and latest OTA update just messed everything. When you flashed older ROM, you wiped whole errors and all was fine even after latest OTA update.

APN設定が再起動させると消滅し、初期状態に戻ってしまう。
この商品の仕様なのでしょうか。

If there is no way to make the added/modified APN setting permanently, may be it can be included in later update, please.
