So many useless apps that do not start at boot in the background.
Only system apps receive notifications.
Try all the solutions like duraspeed, battery optimization, but nothing if you do not open the application it does not receive notifications.
You can not even use an app that handles the automatic boot because even this does not start at boot.

Sadly, that is correct. If Umidigi says they used stock Android 8.1 in the Umidigi One (Pro), then why is this problem happening?
Developers can definitely fix the issue, but the real concern is whether they are notified of the issue at all.
If no one has told them about it, they probably don't know that the problem exists.
