I can't yet answer your question but I can't see the correlation between the VoLTE service and E911 capability. VoLTE support on US netwroks will be present, that's sure.
The global bands include what I need here in the US, and I am seriously considering the Z2 PRO. My one important question is does the phone have E911 capability in North America? I'm on the T-Mobile network through MintMobile (MVNO) and the phone does support Band 12. I won't be able to use VoLTE (and possibly not VoWiFi) if it does not have E911 capability as well. In case you're wondering what that is, here is a link.
Thanks to the Treble support, (in theory) technically that will be easy to upgrade the original 8.1 system of the Z2 Pro to 9.0. However, without the capability of performing real tests (no open Android P beta is available yet), I can't promise anything certain at the moment.
Late reply, but I thought I'd follow up. It's due to a carrier in the US, T-Mobile, and it actually has more to do with VoWiFi than VoLTE. Unless the phone is E911 "certified" to T-Mobile's satisfaction they will prohibit VoWiFi usage on their network, which affects MVNOs that use it as well. VoLTE should still work just fine. Sorry for any confusion I caused anyone else.
