Unless you have manually installed an incompatible driver on your Windows, you never need such a workaround. A freshly installed Windows 10 connected to the internet can automatically install the correct, working drivers after connecting your powered off phone to USB. Even if you have incompatible drivers installed, that's simpler to just remove them, then let your Windows automatically install the correct ones. What you shared is an old post from 2015, that solution does not make sense anymore.
